Abstract Israel and the Boycott, Divestment, Sanctions movement (BDS) have been in conflict within one another for nearly two decades. In this article we compare trajectories of Palestinian-led BDS mobilization Israeli-led counter-mobilization by deploying theoretical perspectives, a rationalist, strategic learning model political competition model. We find that difference balance power on each side between state civil society led to convergence its counter-BDS efforts but not (yet at any rate) Palestinian side. locate as an example transnational boycott identify patterns with observed association other such movements. Our analysis leads explanation why both sides see battles them taking place United States Europe particularly crucial.
